The Diocese of Liverpool has a policy of commitment and priority to Godly ministry in areas of deprivation. To be recognised as a DPA parishes have to be
1. Within the upper 5% in the country of the Department Communities and Local Government (DCLG) Index of Multiple Deprivation
2. Willingness of church leaders and the wider congregation to engage in the church’s mission as shown in the parish development plan
3. Inadequate financial resources of their own i.e. less than 12 months unrestricted reserves.
The Diocesan Strategy for targeting Areas of Deprivation works towards ensuring priority for DPAs in a range of areas and enables assistance through grants for staff and training, and small items of capital and development work. For more details follow the link

The forum was set up to offer support and learning opportunities for for clergy at churches involved in community development and running community activities and projects, particularly those in Designated Priority Areas. It is an opportunity to share ideas, good practice and challenges with people in similar situations, and to identify common issues, information and support needs.
The Community Development Forum offers support, training and an opportunity for workers in church based community projects to meet and learn from each other. The forum meets 4-5 times a year, covering a range of current issues, and those identified by the members.

Liverpool Diocese is a grant making diocese and has its own budget for a limited number of grants each year Grants are awarded to community groups offering all kinds of support to people living in England’s poorest communities. CUF particularly supports churches in deprived areas reaching out to serve their local community, but the Fund also welcomes applications from other faith groups. comprises St Philemon, St Gabriels and St Cleopas. The team achieved DPA status in 2006. The new St Cleopas had been built fully equipped with a laundrette, a café and a family centre and opened to the public in November of 2005 with assistance from CUF and other funders,
One of the priorities of the team was to enhance communication and fellowship between the three churches alongside mission especially to schools and young people. A parish planning process was kick started with a planning day and the resultant Parish Development Plan has four elements.
1. TOGETHER working with God
2. To see OURSELVES transformed by Jesus
3. To see our NEIGHBOURS transformed by JESUS
4. To see our COMMUNITY transformed by JESUS
The work on the plan continues as a useful tool alongside other priorities in this busy team. The appointment of a new team administrator was agreed as a priority and a grant was made to enable this to go ahead.
Through a partnership between UNLOCK and the Dicoese of LIverpool Sonya Doragh has been employed as an Urban Discipleship worker in the Diocese for two years.
